How MOT stamp duty works

For Malaysian citizens and permanent residents, MOT stamp duty is charged on a tiered scale: 1% on the first RM100,000, 2% on the next RM400,000 (RM100,001–RM500,000), 3% on the next RM500,000 (RM500,001–RM1,000,000), and 4% on anything above RM1,000,000. Each tier is taxed at its own rate — not the full price at the highest applicable rate.

Foreign individuals and foreign companies instead pay a flat 8% on the full property value, effective for purchases from 1 January 2026.

Separately, the loan or financing agreement is stamped at a flat 0.5% of the loan amount — this applies regardless of citizenship.

Malaysian citizens buying their first residential home priced at RM500,000 or below are fully exempted from both duties, for SPAs signed between 1 January 2021 and 31 December 2027.
